「部分」を表すpartには動詞用法で「別れる」という意味がありますが，その他にwithを伴って「(やむなく)A〈物〉を手放す, 売り払う」という意味になります（『プログレッシブ英和中辞典』小学館）。
さらに英英辞書にはto give something to someone else, although you do not want to（LDOCE）とあり，このことからpart withには「本人の意志に反して」というニュアンスがあることがわかります。以上を踏まえて本文は「多額の金銭を振り込ませる」と解釈できます。（Koyamamoto）

Three teenagers believed to be behind scams which raised 400 million yen are being questioned by Japanese police, reports said Thursday.
The trio, all 17, are thought to have been responsible for a rash of frauds across the country in which they have conned mostly elderly people into parting with large sums of money, reports citing police sources said.
