In a press conference after an extraordinary Cabinet meeting Saturday, Environment Minister Goshi Hosono, who is also state minister in charge of the nuclear crisis, said the new safety agency may offer "the last chance" for the government to restore public confidence in nuclear safety regulations.

fiddleは「バイオリン」や「詐欺，ペテン」などの意味がありますが，play second fiddle to~
となると「第2バイオリンを弾く」という直訳から転じて，「〈人に対し〉脇役を務める」や「〈人の〉下につく」という意味になります（『ジーニアス英和辞典』第4版，大修館書店）。
名詞fiddleはinformalな単語なので，play second fiddle toは新聞などではあまり見かけない表現です。BBC Newsで検索をかけてみたら4件しかヒットしませんでした。ちなみに，それらの記事はすべて政治関連です。fiddleの動詞には，「〈会計など〉をごまかす，改ざんする」という政治関係の意味があるので，fiddleは政治関係で良く使われる単語であると推測出来ます。（Sugiuchi）
