初見では分からず，地頭で考えておりましたら，「人生良い時もあれば，悪い時もある」という意味ではないかと推測いたしました。ですが，そこから何も発展しなかったため，結局，インターネットの力を借り，答え合わせをすることといたしました。

調べたところによりますと，チャールズ・ディケンズの『二都物語』（A Tale of Two Cities）の初めに書かれている一節，It was the best of times, it was the worst of time,…から来ていることが分かりました。この作品は，フランス革命という史実がもとになっています。「いい時代でもあり，悪い時代でもあった」という意味です。

これは「首句反復」（anaphora）というもので，It was〜という形を繰り返すことにより，人生においてぶつかるであろう互いに相反する事象（例えば光と影）を映し出すことができるというものです。ディケンズを皮切りに，他の作家たちが使い始めた手法だそうです。
