turn inは色々な意味になったりしますが、"turn somebody in"という形では「《略式》〈犯人などを〉［…に］引き渡す」（『ジーニアス英和辞典 第４版』大修館）(cf. Margrove's wife finally turned him in. (LDOCE))となります。
ここでは"turn oneself in"なので、「自首する・出頭する」という意味になります。基本的なものですが、復習のつもりでアップしておきます。(Minnesota)
Second suspect in Kichijoji robbery-murder turns himself in
An 18-year-old boy was arrested Sunday on suspicion of killing and robbing a woman on a street in Tokyo’s Kichijoji area together with a Romanian boy already under arrest, police said.
After turning himself in Saturday evening, the Japanese boy admitted to the charge, telling investigators, “I did it. I wanted money,” the police said.
