Fortunately the "young offender" was a nosy toddler who had trundled up to officers in her pink plastic car to see what was going on.
The officers had been trying to seize a genuinely uninsured vehicle at the time in Runcorn, Cheshire.
Playing along, the officers pretended to take a breath test from the girl after asking her parents if she had been drinking that morning.
"She's had a couple of bottles," they quipped.
A Cheshire Police spokesman said: "Thankfully, the tot's reading was clear and she was free to go."

The Lucky Taxi company began the campaign on Oct. 15 to create greater enthusiasm for Halloween in this city on Kyushu in western Japan.
From Oct. 29 to 31, drivers will put on special make-up to further “scare” and delight passengers and pedestrians. Their cars are specially painted for the occasion.
“Some passengers are surprised at how gaudy the taxi interior is,” said one driver, Mitsuru Yamaki, 58.
Only two cabs are painted in the Halloween vein so anyone spotting one can be considered lucky.

The Osaka Prefectural Police Department on Friday reprimanded two officers for insulting anti-base protesters who were demonstrating against a U.S. military helipad project.
Sometime between 9 a.m. and 10 a.m. Tuesday, one of the officers yelled out dojin, a derogatory word for aboriginal, and the other shouted shinajin, which is a derogatory term for the Chinese.
The two officers are aged 26 and 29. The 29-year-old was dispatched to Okinawa from Osaka on Oct. 10, and the 26-year-old left the following day.
The pair have already returned to Osaka. They told the department that they made the remarks because they “felt emotionally overwrought” and said they were “extremely sorry” for their actions.
“The two officers did not intend to insult the citizens,” an official of the department said.

沖縄県東村の米軍北部訓練場ヘリパッド移設工事の警備中、抗議する人たちに「土人」「シナ人」などと発言した大阪府警の２人の男性機動隊員が懲戒処分になりました。なお、２人は差別用語だと知らずに使用したと供述しているようです。
Riot police say they didn’t know slurs in Okinawa were racist
OSAKA--Two police officers here who uttered racial slurs against protesters opposing construction of helipads for the U.S. military in Okinawa Prefecture said they were unaware of the derogatory nature of their words.
The Osaka prefectural police department understood the meaning of their remarks and reprimanded the two riot police officers on Oct. 21 for “the indiscreet and inappropriate comments that hurt trust in the police.” It was the first time disciplinary action has been taken against officers for such comments.
Osaka Governor Ichiro Matsui was also aware of the inappropriateness of the words, but he stood behind his praise of the officers for their hard work in dealing with people engaged in “radical activities.”
The officers had been dispatched to the Takae district of Higashi, Okinawa Prefecture, to provide security for the construction site of the helipads.
According to internal affairs officers, the 29-year-old sergeant was trying to control protesters who had gathered near the fenced site on Oct. 18. Between 9 a.m. and 10 a.m., he said to the demonstrators: “What the hell do you think you’re holding, idiot? You ‘dojin.’”
Dojin is a derogatory term referring to indigenous people.
Around the same time, a 26-year-old police officer said, “Shut up, ‘Shina-jin,’” a disparaging term for Chinese people.
Both police officers said they did not know the terms they used were derogatory, according to Osaka prefectural police.

今日高校時代の友人から元クラスメイトの子がプチ整形をしたという話を聞きました。目の整形でよく切開される「蒙古ひだ」を英語で何というのか気になったので調べてみました。
『新和英大辞典』（第五版，研究社）によると、 “an epicanthus”、 “an epicanthic [a Mongolian] fold”、 “an eye fold”などと言うようです。形容詞はepicanthic /ɛpɪˈkænθɪk/です。
次にOxford Dictionary of English (Second Edition Reserved, Oxford University Press)で調べたところ、 epicanthicで “denoting a fold of skin from the upper eyelid covering the inner angle of eye, typical in many peoples of eastern Asia and found as a congenital abnormality elsewhere.”とかなり細かい説明が載っておりました。日本や韓国などのアジア人の特徴のようです。
『ジーニアス英和辞典』（第五版，大修館）には、「内眼贅皮（ぜいひ）の」と載っておりました。
ちなみに「蒙古ひだ」は「内眼角襞」と呼ばれます。『ブリタニカ国際大百科事典 電子辞書版』（ブリタニカ・ジャパン）に、「目の内角にある涙丘の一部または全部が隠され、眼裂の幅が狭く、鼻根部は広く扁平に見える。」と書かれておりました。これが目頭切開を望む人が多い故なのかなと思います。年齢とともに減るとの記載もあるので、むやみに切開をしなくても良い気がします。（Gomez）

Iraq alcohol: Parliament imposes ban in a surprise move
Since the fall of Saddam Hussein, activities perceived to be contrary to the moral code of Islam have come under repeated attack, with alcohol shops targeted in Baghdad and other cities.
While alcohol is not commonly found in restaurants and hotels in Iraq, correspondents say its consumption is relatively widespread in the scores of small shops and bars in Baghdad.
Correspondents say the new law has been passed at a time when attention is focused on the battle to wrest control of Mosul from the militant group known as Islamic State.
