沖縄県東村の米軍北部訓練場ヘリパッド移設工事の警備中、抗議する人たちに「土人」「シナ人」などと発言した大阪府警の2人の男性機動隊員が懲戒処分になりました。なお、2人は差別用語だと知らずに使用したと供述しているようです。

Riot police say they didn’t know slurs in Okinawa were racist

OSAKA--Two police officers here who uttered racial slurs against protesters opposing construction of helipads for the U.S. military in Okinawa Prefecture said they were unaware of the derogatory nature of their words.

The Osaka prefectural police department understood the meaning of their remarks and reprimanded the two riot police officers on Oct. 21 for “the indiscreet and inappropriate comments that hurt trust in the police.” It was the first time disciplinary action has been taken against officers for such comments.

Osaka Governor Ichiro Matsui was also aware of the inappropriateness of the words, but he stood behind his praise of the officers for their hard work in dealing with people engaged in “radical activities.”

The officers had been dispatched to the Takae district of Higashi, Okinawa Prefecture, to provide security for the construction site of the helipads.

According to internal affairs officers, the 29-year-old sergeant was trying to control protesters who had gathered near the fenced site on Oct. 18. Between 9 a.m. and 10 a.m., he said to the demonstrators: “What the hell do you think you’re holding, idiot? You ‘dojin.’”

Dojin is a derogatory term referring to indigenous people.

Around the same time, a 26-year-old police officer said, “Shut up, ‘Shina-jin,’” a disparaging term for Chinese people.

Both police officers said they did not know the terms they used were derogatory, according to Osaka prefectural police.

今回取り上げる表現は、“indiscreet”です。『ウィズダム英和辞典』(第3版、三省堂)を引いたところ、「〈人・言動が〉«…に関して»慎重[思慮]を欠いた、軽率な«about»」とありました。

LDOCEでは、“careless about what you say or do, especially by talking about things which should be kept secret”と定義されていました。

否定の接頭辞である“in-”を取り除いた“discreet”には「〈人・行動・態度などが〉思慮深い;«…について/…(すること)に»慎重な、口がかたい« about / in (doing)»」とあり、今回の“indiscreet”反意語となっています。(Blue Sky)
