今回はleeway /líwèɪ/ を紹介します。文脈から「余裕」と推測しました。
『ジーニアス英和辞典』第４版（大修館）には「（時間・金銭などの）ゆとり, 余裕；（判断・行動などの）（自由）裁量」とありました。Merriam-Websterは “an allowable margin of freedom or variation” と定義しています。
つまり記事では「経済的なゆとり」と解釈することができます。
ちなみにleewayは「空間・時間・お金」など、広い意味合いで使われます。また「風圧」という意味もありますが、日常会話ではあまり出会うことが少ないようです。 (amphibian)
