With cheaper rate, Tokyo taxis now on par with other capitals

Hailing a taxi in Tokyo just got a whole lot cheaper, as long as it's a short hop.
A new rate that essentially halves the previous starting fare and distance took effect in the central Tokyo area Jan. 30.
Taxis operating in Tokyo’s 23 wards, as well as the suburbs of Musashino and Mitaka, now have a cheaper starting rate than in any other urban locales in Japan.
The new fare is set, at the discretion of the operator, between 380 yen ($3.30) and 410 yen for the first 1.052 kilometers, although the majority of them have chosen 410 yen. The previous starting fare, 730 yen, covered the first 2 km.

今回取り上げるのは“a short hop”です。

まず、“hop”を引くと「（飛行機での）小旅行」または、アメリカ英語で「ちょっとした外出（移動）」とあり、“be a short hop”で「（飛行機での）小旅行である、ひとっ飛びである」という例文がありました。

LODOCEでも“to move somewhere quickly or suddenly”という定義が見つかりました。

よって、ここでは“a short hop”でタクシーでの短い距離での利用を表す「ちょい乗り」という日本語が適切かとおもいます。

タクシー利用者を増やすのと同時に、外国人観光客の「日本のタクシーの運賃は高い」というイメージを払拭する狙いもあるそうです。(flyingbird)
