2020年の東京オリンピック・パラリンピックに向けて、羽田空港から東京中心部を行き来する水上交通システムを活性化させる計画があるようです。混雑する電車での移動を回避でき、東京の街並みを楽しみながらクルーズができるので、新たな観光の目的となることが期待されています。
気になった単語は”pin”です。「ジーニアス英和辞典第４版（大修館書店）」を見てみると、「ピンで留める」という意味のほかに「<希望・信頼など>を〔人・物に〕かける」という意味がありました。辞書の例文は”She pinned her hopes on her son.”となっており、記事と合わせて考えると”pin one’s hopes on”という形をとる表現だと考えられます。
LDOCEには”pin your hopes/faith on something/somebody”で“to hope that something will happen or someone will help you, because all your plans depend on this”という定義が載っていました。because以下がこの表現のポイントだと思われます。

Companies operating ferry services are also pinning their hopes on more active use of marine transportation. KMC Corp. operates a route from Haneda Airport, where passengers can witness an impressive view of airplanes taking off and landing overhead. “We believe customers from overseas will enjoy it,” an official at the Yokohama-based company said.
The metropolitan government wants to bring Tokyo into line with Paris and London, where there are well-developed marine transportation networks.
