ここの concertina effect はaccordion effectと同義で、アコーディオンのヒダ（蛇腹？）が延びたり縮んだりするように数チームが僅差の団子状態になったり、差がひろがったりすることを意味すると思います。クルマの渋滞に関する交通工学、渋滞学で聞いたことがある表現で生かじりですが、たぶん間違いないでしょう。なお、続くdesignの用法もこれまた面白い。こちらは各自でチェックされたし（cf. designの語源）。（UG）

Premier League set for Boxing Day shoot-out

The concertina effect at the top of the Premier League table means that no fewer than five teams will have designs on top spot in Thursday’s traditional Boxing Day fixtures.

For the first time in the post-1992 Premier League era, just two points separate the top five teams on Christmas Day, and the erosion of Arsenal’s seven-point lead has also given hope to seventh-place Tottenham Hotspur and eighth-place Manchester United.
