みなさんご存知のように、effectには「結果、効果」という意味があります。（『ジーニアス英和辞典　第４版』大修館書店）ここで使われているようにgo [come] into effectで「<法律などが>発効する」という意味を表すことができます。（ibid）英英で確認してみると、次のように定義されていました。”to come into use; to begin to apply” (Oxford Advanced American Dictionary) また、同じ意味でtake effectという表現を使うこともあります。簡単な表現ですが、日英でもすぐに出てくるようにおさえておきたいと思います。（Jakie）
