Ishihara dropped a bombshell during a speech in Washington last week when he said that the city is close to reaching an agreement with the private Japanese owner of three of the four islands in the group known as Senkaku in Japanese and Diaoyu in Chinese.

The islands, surrounded by rich fishing grounds, are also claimed by China and Taiwan. They have been a frequent flash point in diplomatic relations between Japan and China.

もちろん石原さんが演説中に爆弾を落とすわけがありません。
drop a bombshellで「衝撃を与える」という比喩的な意味があり、「爆弾発言をする」という解釈もできます。日本語と英語で似ている表現だと思いました。「爆弾発言」の名詞的な表現として、bomb announcementという表現もあるそうです(ジーニアス英和辞典第４版より)。(Minnesota)
