The conspiracy law has already passed the lower house, but the upper house is bogged down investigating a scandal involving Mr Abe and a private school. With the current parliamentary session due to end on Sunday, the ruling parties had little choice if they were to get the law through this session.
Those tactics prompted members of the opposition to perform a “cow walk”, inching forwards to cast their votes as slowly as possible, in protest at the ruling party’s decision to force a vote.

文中の “cow walk”が気になりました。そのまま直訳して「牛歩」という意味なのだろうと思い調べてみたのですが、ここではただ単に日本語を訳して使っただけのようで、「牛歩」の英語表現は別にあることが分かりました。
『新和英辞典』（第５版，研究社）で調べたところ、「牛歩で進む」は “progress at a snail’s pace”と書かれておりました。また「牛歩戦術」の説明として、 “ the ‘ox walk’ tactic; a snail’s s-pace shuffling walk adopted as a stalling tactic by opposition members of the Diet when casting their votes”と載っておりました。
またOxford Dictionary of English(Second Edition Reserved, Oxford University Press)でsnailを引いたところ、“used in reference to something very slow”という説明書きがありました。
以上から “snail’s pace”つまり「カタツムリのペース」と表すことができるようです。カタツムリの方がノロノロしているイメージにぴったりだと個人的に思いました。上記辞書では直訳として “ox walk”となっているところも面白いです。ちなみに “filibuster”や “stonewall”で「（法案の通過・議事の進行）を妨害する」のような意味で使用できます。この二つの単語の方が、固めの表現になるかと思います。（Gomez）
