underplayは「〜を大したことなさそうに見せる」という意味で，underplay one’s handで「手の内をはっきり見せない」となります（『オーレックス英和辞典』旺文社）。underestimate「〜を過小評価する」やunderperform「〜に及ばない」などからもわかりますが，接頭辞under-は後ろに来る行為の質を下げる意味があります。ここでは，何人かの自民党議員は谷垣代表が「自民党の戦略をはっきりし示していない」ことを批判していることをunderplayを使って表現しています。（Sugiuchi）
