Yosano is said to have had carte blanche in choosing study panel members. After the lineup was announced Jan 31, aides to Koichiro Gemba, minister in charge of national policy, quoted him as grumbling that he had heard nothing of the appointments.
Gemba also is chirman of the DPJ Policy Research Committee.
Yosano reportedly apologized to Gemba the next day, saying: “I’ll be sure to consult you on a variety of matters from now on.”
今回注目する表現はcarte blancheです。辞書で意味を調べてみると「（フランス語から）白紙委任状；自由裁量」という意味がありました。英英辞書でその単語の語源を調べてみると“Origin:1700-1800 a French phrase meaning white card, document with no writing”と書かれていました（LONGMAN Advanced American Dictionary）。フランス語のcarteは英語でいうcard, blancheはblankを指しているようです。
委員会の人選の権限は与謝野氏に託されていたことが以上のことから解釈できます。消費税を上げると支持率が下落するというジンクスがあるので管政権は難しい舵取りが求められそうです。（ゼミ生 camel）
