In reversal, Japan’s Environment Ministry to revise policy on eliminating culling of abandoned pets
The Environment Ministry plans to exclude cats and dogs unfit for adoption from its animal welfare targets, which require that municipalities try to eliminate culling, informed sources said.

取り上げるのは、cull /kˈʌl/ です。LDOCEによると、”to kill animals so that there are not too many of them, or so that a disease does not spread”と載っていました。『ウィズダム英和辞典』には、「（数を減らすために）〈動物など〉を選んで殺す、間引きする（out）」とありました。続いてODEで語源を調べてみると、”Middle English: from Old French coillier, based on Latin colligere (see COLLECT).” とありました。
間引きをしなければより多くの命を奪いかねないことは分かっているのですが、犬を飼っている身としては、非常に心が痛む問題だと感じました。（Otoyo）
