厚生労働省は、北朝鮮政府がミサイルを発射するなど万が一有事が起きて大量の難民が日本にやってきた場合に、保護した施設などで感染症が発生するおそれがあるとして、専門家による対策チームを立ち上げ、検討することになったと発表しました。
Japan's health ministry officials are concerned about possible outbreaks of infectious diseases in the event that North Koreans flee to Japan during an emergency.
The ministry will form a panel of experts to tackle fears that refugee shelters could be the site of disease outbreaks.
Members of the panel will include doctors and healthcare center workers. They will explore a scenario in which tens of thousands of North Koreans come to Japan.
The panel will study the kinds of vaccinations that will need to be given at shelters and the quantities of medicines and medical equipment to be prepared in advance.
The panel will also examine what kind of medical system will be necessary for the early detection of outbreaks of infectious illnesses.

“vaccination” /ˈvæk.sə.neɪt/ を取り上げます。『ジーニアス英和辞典第5版』(大修館) によれば、「予防接種、ワクチン接種、痘苗」といった意味があるといえます。次に英英辞典をみると、“to give someone a vaccine, usually by injection, to preventthem from getting a disease” とあり病気に対抗するための抗体などを外から注入あるいは取り入れる様を指しています。
もともと“vaccination” はラテン語で「雌牛」といったニュアンスのある “vacca” から派生したといわれています。ある時、国全体で天然痘という病気が蔓延し、国民含め多くの人々がその病に感染しました。人から人へ短期間の間にうつるため当時の医療関係者は、まだ天然痘に感染していない人に感染させないための抗体 (今でいうワクチン) を服用させ被害を最小限に抑えようと考えたそうです。そこである者が、雌の牛から天然痘ウイルスを撃退できる抗体が取れることを発見したそうです。したがって「雌牛」という意味のある “vacca” から同じくラテン語で「ワクチン、抗体」といった含む“vaccinus” が生まれ、“vaccination” という英語が成り立ったといわれているそうです。
難民を受け入れずそのまま野放しにするのは人権的に考えて不誠実だと感じますが、難民が自国にやって来た際に生じる問題を予め想定し実践に移すか検討することは大事な事だと思います。(Hapidra)
