長期にわたって争われてきた辺野古問題も、遂に法廷闘争となるようです。
Tokyo, Okinawa Head to Court

"I will not allow the new Henoko base to be built," pledged Onaga. "That's been my goal. I will honor that pledge. Last month, the Okinawa governor canceled the permission for reclamation work that his predecessor had granted.

While workers have started some construction at Henoko, protesters continue to rally. Tokyo hopes the pending lawsuit will bring an end to this longstanding confrontation, but in the meantime, demonstrators and the governor show no sign of backing down.

“back down”には、「(主張・要求・約束などを)(強い反対に遭って)取り消す、下げる」という意味があります。『Wisdom英和辞典』(三省堂) 例として、”He won’t back down once he has said something.”「彼は一度言い出したらなかなか引き下がらない」とありました。『Weblio英和辞典』記事では、「デモ参加者と政府はどちらも引く姿勢を見せない」となっています。
