Osaka printing firm to be referred to prosecutors
Japan's labor authorities are planning to refer a printing company in Osaka to prosecutors on charges of failing to secure workers' safety. The health and labor ministry has already granted workers' compensation benefits for 17 current and former employees of SANYO-CYP in Osaka. The workers developed bile-duct cancer after engaging in work over 15 years until 2006, such as cleaning ink off printing machines.
Nine of them have died. The ministry's Osaka bureau says it is highly likely that the workers became ill because they were exposed to a hazardous chemical compound in a cleaning agent, without adequate ventilation. The bureau officials searched for evidence at the company and factory in April and now suspect negligence in safety procedures.
They say the problem could have been aggravated by the company's failure at times to appoint safety managers and industry doctors to manage workers' health. The company says it has improved the situation after receiving a warning last year, and that it is deeply regretful for being unaware of the rules until then. It has so far compensated one former worker who has died and 2 others who are undergoing treatment. The company says it plans to continue negotiations with the remaining 14.
