Cheating In Georgia Schools Puts Focus On Atlanta
In Georgia, state standardized tests that students took last year showed an unusually high number of eraser marks. As many as 250,000 incorrect answers were changed to make them correct. Parents and state officials are still trying to figure out what happened.

The Georgia school district with the most problems was Atlanta Public Schools. School officials appointed what they called a "blue ribbon commission" to investigate, and it found no coordinated effort to manipulate the scores -- a conclusion accepted by Superintendent Beverly Hall.

But Georgia Gov. Sonny Perdue called that investigation "woefully inadequate," and he has launched his own inquiry, which he says will be "both thorough and swift."

More than 50 schools in Atlanta were flagged for cheating, but the district chose to investigate only a dozen. And many critics, including the governor, complained that officials did not question enough teachers and administrators to find out who was responsible.

"This is about seeking out a small group of people who have failed to hold up the high ideals that most Georgia teachers live by. And what has happened here has stunted the growing and learning process for thousands of children," Perdue says.

A Culture Of Cheating?

The tests are given to children in grades 1-8. The results determine whether schools meet federal benchmarks under the No Child Left Behind Act.

Good scores mean high praise and cash bonuses. Failure to meet standards could mean losing hundreds of thousands in federal dollars, and could cost teachers and administrators their jobs.

A mother of four, Shawnna Hayes-Tavares has two children who go to schools that were called into question.

"What is happening? Are our teachers cheating? Is the administration cheating? Have we created a cheating culture? You know, it's so many things to think about as a parent," Hayes-Tavares says.

According to Hayes-Tavares, her own children knew there was a problem, telling her that it was common for teachers to give students test answers.

Most of the problem schools are located in poor Atlanta neighborhoods and qualify for extra federal funding, including free or reduced student lunches.

A Painful Chapter

The district says there was no evidence of a coordinated effort to tamper with the tests, but many here don't buy the claim.

DAILY YOMIURI ONLINE(2010/10/08付)よりちょっとした表現を見つけました。

ここには，oil and water（水と油のように合わない人・物）という表現がありました。oilという単語を辞書で眺めているとこの表現以外にも面白い表現があったので紹介します。
burn the midnight oilで「夜遅くまで勉強（仕事）する」という意味があることが分かりました（『ジーニアス英和辞典』第4版,　大修館書店）。今のように電気がない時,入れたランプで明るくし夜を過ごしていたのでしょうね。ランプの灯火のもとで勉学に励むという情景が浮かびます。
また, 似たような表現でburn the candle at both ends 「朝早くから夜遅くまで働いて（試験勉強して）疲れる」があります(『ジーニアス英和辞典』同上)。しかしこの表現には, ろうそくの両端に火をともすと片方だけに火をともすのに比べ消耗が早いということから「精力を使い果たす・無理をする」という意味も含まれています。（ゼミ生カメ女）

Nissan Micra review

以前，田邉先生に日産のMarchは英国ではMicraというの名が付いていることを教えていただいたことがあります。その新型MicraのreviewがTelegraphにありました。

The once mighty Micra is a vaporous ghost in Tyne and Wear these days, haunting Nissan’s Sunderland factory where workers once toiled over the froglike supermini.
They put in such care and efficiency that the plant became Europe’s most productive. Now the press and assembly tools have been palletted into shipping crates and reassembled at Chennai in India, one of four plants across the world that will produce the latest Micra incarnation, from where it will be exported to Britain.
As for Sunderland, it produces the supermini future; Juke, Note, Qashqai and, eventually, the battery-electric Leaf. And so the car industry has cannibalised supermini sales into market niches.
The Micra’s best year was 2003 with British sales of 42,000, yet the annual projections for this fourth-generation car are for about 18,000. But then you need to add 20,000 Juke sales, 15,000 Notes and about 7,000 Pixo models, so Nissan shifts about 18,000 more cars into the segment than when the Micra ruled this Lilliputian car world.

写真ではMicraが水しぶきを上げ，まさにmake a splashですが，同時にmake a splashで「あっといわせる, 大評判をとる」という意味（『プログレッシブ英和中辞典』小学館）。

また，太字のcannibaliseはcannibalism（人食い，共食い）から類推できるように，「〈自動車機械などを〉解体する」や「…を共食いする」という意味があり，さらに「〈商品が〉〈（同じ会社の）同種の商品の売り上げを〉減らす, に食い込む」という意味があります（『プログレッシブ英和中辞典』同上）。
さらにLilliputianはLilliputの形容詞形で「ちっぽけな」という意味で，LilliputはSwift作Gulliver's Travelsの中の小人国「リリパット」を指します（同上）。ここではもちろん，mini carのことです。
ちなみに英国名のMicraはmicronの複数形micraに由来します。（院生 小山本）

Keeping Obama at arm's length

Lbow-Shoulderです。
アメリカの民主党，オバマ政権も支持率低迷に悩んでいます。West Virginiaでオバマ政権に対する怒りが爆発しそうな状況に陥っているようです。原因はオバマ大統領の政策。そこで，coal state（West Virginiaは全米で石炭，天然ガス産出量の第1，2位を争うためこう呼ばれるようです）の民主党議員はオバマ大統領と少し距離を置いているそうな。この記事の表題では，少しの距離を以下のように表現していました。

注目するのはarm’s lengthです。見た目通り訳すと「腕の長さ」ですが，実際はどのような意味があるのでしょうか。辞書によると「ある距離をおいて；よそよそしく」とあり，例文はkeep[hold, put] him at arm’s length.「彼を寄せつけない」とありました。例文からhimの部分がObamaになっているので，「オバマ大統領を寄せつけない」と訳せます。本当に親しい間柄であれば，hand’s lengthくらいでしょう（辞書にhand’s lengthは載っていません）。
今回は辞書で使われていた例文が実際使われていることがわかりました。ただ意味を調べるだけでなく，例文もしっかり参考にしていきたいものです。次はb.m.さんです。（ゼミ生　Lbow-Shoulder）

折り紙つきhallmark

DAILY YOMIURI ONLINE（2010年10月10日付）のNadal survives scare to reach finalという記事から英語表現を紹介します。以下は記事冒頭の一文の引用です。
The hallmark of the elite players is the ability to win the key points at the most pressure-packed part of the match.

この文を私は文脈から「一流選手というものは，試合でここ一番のプレッシャーのかかる場面で勝てるかが要である」と訳し，hallmarkを「（一流選手の）証」と解釈しました。
確認のためhallmarkを『新英和中辞典』（第5版，研究社）を調べると，「1（金・銀の）純分認証極印 2（人・ものの）性質［品質］優良証明；太鼓判，折り紙〔of 〕」とありました。今回は後者の意で用いられています。
また，同辞書には「LondonのGoldsmiths' Hallで金・銀・プラチナの純分を検証したことから」という由来も載っていました。hallmarkは「真の〜」を表すステータスだったのですね。
余談ではありますが，これ以外にpressure-packed「プレッシャーの大きい」という表現も面白いと思いました。
