気になったのは、boil down toです。文脈から、it meansのような要約を表す表現なのではないかと考えました。
『ウィズダム英和辞典』を引いたところ、boil down to Aで「〈状況・問題などが〉つまるところAになる」とありました。また、LDOCEでは“if a long statement, argument etc boils down to a single statement, that statement is the main point or cause”と定義されています。日本語でも考えなどが出つくして結論を出す段階になることを煮詰まると表現しますが、このboil down toもどうやら同じニュアンスで使われている表現のようです。(Blue Sky)
