Abe says he’s going ahead with Japan’s consumption tax hike in October 2019
Prime Minister Shinzo Abe said Monday the government will raise the consumption tax to 10 percent from the current 8 percent as scheduled in October 2019 to help finance ballooning social security costs after twice delaying the hike.
Chief Cabinet Secretary Yoshihide Suga said Abe instructed relevant ministers to come up with measures to mitigate the negative impact of the tax hike. The increase was originally scheduled for October 2015 but was postponed due to concerns that it would dampen consumer spending and hurt the economy.

As for the supplementary budget, Aso said it will be aimed at facilitating efforts to reconstruct areas ravaged by quakes and typhoons. It will also be used to renovate increasingly derelict concrete-block walls lining school roads and to install air conditioning in public elementary schools, he said.

derelict /dérəlìkt/ を取り上げます。derelict concrete-block wallsとあることから、老朽化した状態を表していると予想しました。『ライトハウス英和辞典』(第5版 研究社)で調べると「1(建物、土地が)放棄(遺棄)された、荒廃した 2(米)義務怠慢の(in)」とありました。
LDOCEには “a derelict building or piece of land is in very bad condition because it has not been used for a long time” と定義されています。長期間手付かずのまま放置されたことが原因で建物や土地が荒れることをさすことがわかりました。
語源を調べてみると、Online Etymology Dictionaryには “from Latin derelictus “solitary, deserted,” past participle of dereliquere “to abandon, forsake, desert,”” と説明されており、見捨てる、諦めるなどの意味を持つ言葉からきているようです。(aqua)
