『ウィズダム英和辞典』によると、「（組織の指導者・管理者ではない）一般従業員[社員，組合員，党員]」とありました。
また、LDOCEによると、”the ordinary members of an organization rather than the leaders”と定義されています。
よって、今回は、自民党の総裁選に投票する資格を持つ「一般党員」と訳すことができます。
