総務省行政評価局は、いじめの定義について全国の公立小中高249校を抽出して調べたところ、そのうちの24％である59校が法律で定められている定義よりも狭い解釈をしていたことを発表しました。
Some schools found to have missed bullying cases
Some elementary, junior high and high schools in the nation have not identified all problems that should be regarded as bullying cases under legal definition, a survey by the Internal Affairs and Communications Ministry showed Friday.
According to the survey, conducted on a total of 249 schools between December 2016 and March 2017, 45 cases at 32 schools are considered to fit the legal definition of bullying, yet the schools handled them as mere squabbles and not as bullying.
Worried that bullying cases are not fully recognized by schools, the ministry advised the Education, Culture, Sports, Science and Technology Ministry to take corrective measures.
In one of the 45 cases, an elementary school student’s underwear was pulled down by several students. Although the student was hurt psychologically by the experience, the school considered the case to be a sporadic issue and stopped short of handling it as bullying.
