KYOTO--Visitors from abroad seeking aerial shots in the popular Kyoto Gyoen National Garden are getting under the skin of law enforcement officials.

According to Kyoto prefectural police, nine cases of people flying drones without permission have been reported in the garden this year--and all of the operators were non-Japanese.

　“get under one's skin”を取り上げます。『ウィズダム英和辞典』を引いたところ、「A〈人〉を怒らせる、イライラさせる」とありました。LDOCEでは、“if someone gets under your skin, they annoy you, especially by the way they behave”と定義されています。今回の記事ではイライラというより、「頭を悩ませる」といった訳の方が当てはまるかもしれません。ちなみに、“under the skin”では「ひと皮むけば；うわべこそ違うが」という意味になります。(Blue Sky)
