以前裏ゼミで言及されたa bolt from the blueを記事で見つけたので取り上げます。『ジーニアス英和辞典』によると、「青天の霹靂、思いがけない（よくない）出来事（cf. out of the blue）」とありました。復習になりますが、これは文字通り稲妻を表すboltが突然青空から現れるという比喩からきいています。
上記では、「まるで青天の霹靂のように深刻な政策転換である。」といった訳がいいかと思います。（Kiwi girl）
