今回取り上げるフレーズは “phase out” です。『ジーニアス英和辞典』によると “phase” には「段階を追う、徐々に変える」という意味があります。また、英英辞典をみると “the boom are the regular changes in its shape as it appears to us on earth.” とあるように普遍的にみられる変化や変革のことを指しているとみてとれます。
そんなニュアンスを含む “phase” に「無くなる、外に出す」という前置詞 “out” が結び付き「段階的に無くす、廃止する」というフレーズが成り立ったとされています。英英辞典をみると “to remove or stop using something gradually or in stages”と説明がある通り、一旦行っていることを中断しその後、無くしたり止めるニュアンスがあります。
では、同じ「廃止する」という意義のある“abolish” や “abandon” と比べるとどうでしょう。確認のために “abolish” を英英辞典で引くと、“to end an activity or custom officially” と定義がなされています。次に“abandon” も英英辞典でみると “to end up doing an activity before you have finished it” と説明がありました。したがってどちらもそれまで行われていた活動が終わったり出来なくなることを指しているため “phase out” とは区別されて用いられることがわかります。
今回の選挙ではメルケル氏率いる与党が第一党となった一方で、難民の受け入れに反対する新興の右派政党である「ドイツのための選択肢」が議席数を伸ばし第三の勢力にまで躍進するなど波乱の選挙となりました。(Hapidra)
