OSAKA (Kyodo) -- The former chief of a school operator at the center of a scandal involving its discounted purchase of state land was arrested with his wife Monday for fraudulently receiving public subsidies for its school businesses.

“pad”を取り上げます。“pad”というと日本語にもなっていますが、「パッド、あて布」や「メモ用紙」といった意味があります。しかし、今回の記事のような文脈で動詞として用いられると「〈経費・請求書など〉を水増しする」といった意味になります(『ウィズダム英和辞典』)。確認のためにLDOCEを引いたところ、“to dishonestly make bills more expensive than they should be”と定義されていました。どちらの辞書にもアメリカ英語で用いられる表現だと述べられていました。“pad”には「詰め込む」という意味があり、無理やり経費を水増しするというイメージなのではないかと思います。(Blue Sky)
