Inada under fire for going out as her troops sent to aid Kyushu
Tomomi Inada, whose fitness as defense chief has been called into doubt after a series of gaffes and questionable behavior, has drawn more flak for her absence from the office a day after sending her troops into the thick of the action.
Inada slipped out of the Defense Ministry building for about an hour on July 6 when up to 5,000 Self-Defense Forces members were involved in a rescue operation in northern Kyushu with the region devastated by torrential rain that started July 5.

“flap”を取り上げます。『ウィズダム英和辞典』(第３版、三省堂)を引いたところ、「(有名人の)スキャンダル、不祥事」とありました。同じ項目にイギリス英語では「パニック、興奮[恐慌]状態(panic)」という意味になると載っていました。“flap”には羽を「バタバタ動かす」という意味があります（cf. 航空機のflap）。羽をせわしなく動かす様子から「パニック」といった意味は生まれたのかもしれません。(Blue Sky)
