Shinzo Abe dragged deeper into Japan school scandal

Shinzo Abe has been forced to deny he made a financial donation to a Japanese religious school, as a growing scandal over its cut-price purchase of public land personally embroiled the Japanese prime minister for the first time.

The escalating allegations over Mr Abe’s involvement make the affair the most serious threat to Japan’s political stability since he was elected in 2012 on a pledge to revive the country’s economy and escape from more than two decades of on-and-off deflation.

Mr Abe’s denial, communicated via a spokesman on Thursday, followed reports that the Moritomo Gakuen school’s principal had claimed Akie Abe, the prime minister’s wife, made a \1m ($8,800) donation on his behalf in 2015.

　今回はon-and-offに注目しました。Oxford Dictionary of English (Second Edition Reserved, Oxford University Press)によると、 “intermittently; now and then”と定義されておりました。
　『ジーニアス英和辞典』（第五版，大修館）で調べたところ、「時々；断続的に」と載っておりました。一定の間隔ではないとのことです。米式は “off and on”、英式は　“on and off”と順番が入れ替わります。
　またインターネットサイトThe Free Dictionaryによりますと、 “Also, off again, on again; on again, off again. Uncertain, vacillating, as in Theirs is an off again, on again relationship, or The peace talks are on again, off again.”と他の表現も合わせて紹介されておりました。上記の英和辞典によると、「くっついたり離れたりの」と書かれておりました。くつりたり離れたりと不安定な関係などを表すときに使えるようです。
