Abe’s wife wishes for Japan sans N-plants
KYOTO (Jiji Press) — Nuclear power plants in Japan should be abolished if possible, Prime Minister Shinzo Abe’s wife, Akie, said Wednesday in a special lecture she gave at Kyoto University.
“I think we should have no nuclear plants if possible,” she said. “I want the next generation to propose ways we should live.”
In the lecture, Akie Abe indicated that she has not talked with the prime minister about the issue lately, not finding the need, because her spouse “is criticized here and there [about his pronuclear policy] before I have to do this.”

これは前置詞で「…なしで、…がなくて」を表します。
Oxford Living Dictionaryによると、古フランス語の“sanz”からきているそうです。もっとさかのぼるとラテン語からフランス語へ伝わっていったようです。
『ジーニアス英和辞典』（第五版、大修館書店）では例文にシェイクスピアの『お気に召すまま』に出てくる“Sans teeth, sans eyes, sans taste, sans everything.”（老いぼれて、歯もなく、目もなく、味もなければなにもなし）というフレーズが載っていました。
他にも「疑いもなく、必ず」を意味する“sans doute”はフランス語の成句として使われるそうです。
