Oxford Dictionary of English (Second Edition Reserved, Oxford University Press)によると、 "small business expenses that you pay yourself, with your employer paying you back later"とのことでした。
『ジーニアス英和辞典』（第五版,大修館）で調べたところ、「自己負担の，自腹の，（少額の）現金支払いの」と載っておりました。
ちなみにpocketのみで、「所持金，資金」という意味があります。"an empty pocket"で「無一文（の人）」、"have deep pockets"で「十分な富がある」などと使用されます。(Gomez)
