Suspect in Kanagawa care facility massacre faces fresh warrant as detention expiry nears
YOKOHAMA – Police will issue a fresh arrest warrant for the accused perpetrator of a deadly knife rampage at a care facility in Kanagawa Prefecture in which 19 people were slain and 26 others wounded, investigative sources said.
Former employee Satoshi Uematsu, 26, is suspected of carrying out the attack on July 26 at the Tsukui Yamayuri En facility in the city of Sagamihara, in one of the worst mass killings in postwar Japan.
He was arrested the same day after turning himself in at a local police station and sent to prosecutors on the morning of July 27.
Under Japan’s criminal justice system, his initial arrest was for allegedly breaking into the facility and fatally stabbing a 19-year-old woman.
Uematsu is scheduled to be served the fresh warrant in connection with the killings of nine others next Monday, when his detention period expires, the sources said on Wednesday.
Police are still investigating the other nine slayings as well as the injuries sustained by the other 26 people in the attack.
Uematsu allegedly stabbed the facility’s sleeping residents as he moved from its east to west wing, going upstairs to the second floor before exiting from the administrative wing. At least five facility workers were tied up in the attack, which lasted about 45 to 50 minutes, according to staff.
The latest move came as the welfare ministry’s panel of experts held its inaugural meeting to discuss measures to prevent a recurrence of the Sagamihara killings.
During the meeting, some panel members expressed concern that extra security against intruders goes against the idea that care facilities should be open to local people.
The welfare ministry, meanwhile, plans to provide financial support to municipalities working to improve security at local care homes, informed sources said Wednesday.
The ministry decided to take action before the panel reaches its conclusion, in response to calls from the government for urgent measures.
The envisioned subsidy program will cover not only facilities for the disabled but also care centers for children and the elderly, hospitals, and clinics, according to the sources.
The ministry will subsidize half the costs for renovating such facilities to prevent intrusion by suspicious individuals and enhance overall security.
The ministry hopes to seek funding for the program under the government’s planned second supplementary budget for fiscal 2016.
