blue sky thinking

中国の大気汚染について書かれています。「中国人が中国本土に求めているのは，（特別な行事のために人工的に作り出された空ではなく）青空である」と締めくくっています。

VOX POPULI: China's killer air pollution needs some ‘blue sky thinking’

The Sichuan Basin in the southwestern Chinese province of Sichuan, called Shu in olden days, is surrounded by high mountains that cause dense fog and heavy clouds to form. In the region that sees the fewest sunshine hours in China, dogs are said to bark in alarm when the sun makes a rare appearance.

"Dogs of Shu bay at the sun" is an old Chinese proverb derived from an observation made by Liu Zongyuan (773-819), a Tang Dynasty writer: "It rains constantly (in Shu) and sunny days are rare. When the sun comes out, dogs bark."

Today, Beijing is in the news frequently for the pale gray smog that shrouds the city. The air pollution is so severe, I can almost imagine the Chinese capital’s dogs barking when they see sunshine breaking through the murky haze.

“blue sky thinking”を取り上げます。『リーダーズ英和辞典』第3版（研究社）によると，blue-skyは「現実に縛られない〈研究・思考など〉」（“concerned with thinking of new and interesting ideas, without worrying about whether they are practical or not”--LDOCE5）とあります。要するに，「それが役に立つかどうかでなくて，まずは実行してみること」ということです。

これは中国のこの問題だけでなく，すべてに通じることだと考えました。それによって，新たな価値の創造が成されるからです。このblue-skyは「青空」という意味のblue-skyと掛け合わされています。

中国の大気汚染の問題が解決され，いつも青空を拝めることを祈らんばかりです。青空の北京をいつか旅してみたいと思いました。（Kawada）
