サウジアラビアの聖地巡礼の際に起きた事故は，現在までで717名の死亡と，863名の負傷が確認されております。大変大規模な被害であることが判明しつつあります。ナイジェリアから派遣された調査団は，この事故の責任を巡礼者に帰するべきではなく，サウジアラビアが負うべきであると述べております。
今回取り上げたい単語は"apportion"です。『Wisdom英和辞典第三版』（三省堂）によると「を（一定の基準で）分配する, 割り当てる」などという意味がありました。ODには"Divide up and share out"と定義されております。例文には，投票権の割り当て，労働の割り当て等の文脈でつかわれておりますが，責任の割り当てというものにも使える単語のようです。ODによると，元はフランス語で"divide into portions"を意味する"portionare"の頭に"ad"が加わったものに由来すると書かれておりました。（Ume）
