The House of Councillors passed on Friday afternoon a bill to revise the Public Offices Election Law that will implement a “plus-10, minus-10” formula to reform the upper house electoral system.

The “plus-10, minus-10” formula centers on a merger of the Tottori and Shimane constituencies and a merger of the Tokushima and Kochi constituencies.
