“driver”を「ジーニアス英和辞典第４版（大修館書店）」で引いてみたのですが、それらしい意味が載っていませんでした。しかし、”drive”には名詞で「意欲、精力、原動〔推進〕力」という意味があることがわかりました。

ここでは”economic driver”ですので「経済の推進力となるもの」という解釈でよいのではないかと思います。オリンピックが開催される2020年までに年間2000万人の観光客を目指すそうです。英語がより一層必要になる時代が来ているようです。（bookmark）
