ハワイに巨大な２つの台風が近づいています。現地はこれまでにない異例の出来事に対策で追われており、食料の買い占めでスーパーは混雑しています。特に、水を買い占めるお客さんが大勢いて、深刻さがうかがえます。
タイトルにある“stock”という単語を調べてみますと、先に先輩が述べられているように“stock up on”のPVで「〜をたっぷり用意する、買い込む、買いだめする」とありました。『ジーニアス英和辞典４版 大修館書店』日常会話でもよく用いるストックという言葉から連想しても、人や店が主語に来るのかと思っていましたが、記事ではハワイという国名が頭に来ています。台風に備えて、ハワイ中で水を買い占めている様子が容易に想像出来るような表現の仕方だと思いました。

Two big storms so close together in the Eastern Pacific are rare but not unexpected in years with a developing El Nino, a change in ocean temperature that affects weather around the world.
