現在「完了」の用法について
すごく昔のご指名記事（Koyamamotoさんへの）ですが，文法の意味をUG先生に教えていただいたので回答させていただきます。ここのit has been broadcastの内容についてです。この記事は番組が放送される前に書かれた内容になります。"this will be the first time it has been broadcast on free-to-air TV"はしたがって，「この番組はNHKで放送される最初の番組になる」というように未来形が使われております。しかし，"it has been broadcast"の部分は現在完了形として使われております。本来ならば"it will have been broadcast"となるべきでしょう。
この疑問に対する回答は，ネイティブスピーカーの感覚が必要であるようです。つまり，筆者は番組が放送されることは未来であっても，ほとんど確実に確定した未来について語っていることになります。筆者の視点は未来にありますので"it will have been broadcast"と書くべきところの"will"を省略して記述しているということです。
同じような文法が日韓でのライブを中止したポール・マッカトニーに対する記事にも当てはまります。筆者の視点が未来にあるため，現在完了形のところではあえて未来形にしていないということです。（Ume）

Paul McCartney cancels Japan tour due to illness
A quote from the singer on his website said: "Thank you so much for your kind messages of support.
"I'm so very touched. Unfortunately my condition has not improved overnight. I was really hoping that I'd be feeling better today. I'm so disappointed and sorry to be letting my fans down."
Sir Paul had already cancelled Saturday's appearance and later his Sunday show, both due to have taken place at Tokyo's National Stadium, saying that the decision was in his doctor's hands.
He also told fans: "Thank you for such a beautiful and warm welcome to your country."
The shows were the latest leg of the Out There tour, which started back in May 2013, and followed a series of Japan dates last November.
Sir Paul and his band recently completed a tour of Latin America which included shows in Peru and Uruguay.
The forthcoming South Korea date will be the first time he has played in the country.
