アイスランドにおけるポルノ規制に関する記事がThe Economistにありました。

基本表現ですが、好きな自動詞なので今回は赤字のcreep onを採り上げます。自動詞creepの原義は「ゆっくりと忍び寄るように進む」であり(『ウィズダム英和辞典』)、多くの辞書では第一義に「はう、はって進む、忍び足で歩く」などの意味があります。これから転じて「じわじわと変化する」という意味もありLDOCEでは“gradually enter something and change it”と定義されています。さらに『ウィズダム英和辞典』によると、onと共起することで「いつの間にか過ぎ去る」とあります。

これを踏まえると「数件の健全なサイトは、手違いによっていつの間にか[ポルノサイトの]リストに仲間入りしてしまった。」となるでしょう。(Othello)
