Britain 'running out of wheat' owing to bad weather
Britain will become a net importer of wheat for the first time in a decade this year because of bad weather, the National Farmers' Union has said.

NFU president Peter Kendall said more than two million tonnes of wheat had been lost because of last year's poor summer.

net importerは「ある一定期間にわたって、商品の輸入額が輸出額を上回っている国や地域」のことを指すようです。"A country or territory whose value of imported goods is higher than its value of exported goods over a given period of time. "(Investopedia)
netは形容詞で「正味の；掛け値のない」や「最終的な、究極の；基本的な」（『ジーニアス英和辞典　第４版』大修館）という意味を持つことから、net importerで「純輸入国」となります。

ここ５，６年はむしろ黒字だったそうで、net importerになったのも1970年代後半以来初めてのことだそうです。天候にはかないませんね。(Hatahata)
