Some Portland parking tickets climb as Transportation Bureau struggles to raise revenue

The violation is among seven whose fines will go up, the Portland Bureau of Transportation and Multnomah County Circuit Court announced Monday. The goal, officials said, is to bring Portland's fines in line with those in comparable cities, and to encourage scofflaws to follow the rules.

scoffには、「あざ笑う、嘲笑する」(『ジーニアス英和辞典　第４版』大修館)などの意味があります。lawが後ろについて、scofflaw「〈米〉規則違反者」（『ウィズダム英和辞典　第二版』三省堂）という意味になります。Oxford Dictionaries.comには、"North American informal a person who flouts the law, especially by failing to comply with a law that is difficult to enforce effectively"と定義されていました。
また、語源について書かれているサイトもありました。「〈米話〉法律違反常習者、〔裁判所の〕召喚を無視する者◆【語源】1923年に禁酒法を無視する者に対する呼び名を作るコンテストで、同時に二人の参加者が提案したもの。」（英辞郎 on the WEB）

違反金の額が高ければ、より違反をしないように気をつけるような気もしますが、あまりにも違反金が高いと、切符をもらった側は精神的にもお財布的にもショックが大きそうです。（もちろん、違反しなければ良いだけの事ですが…）（Astroriver）
