Several media organizations came under fire for publishing a graphic photograph of U.S. Ambassador to Libya Chris Stevens, as he was pulled from the burnt-out wreckage of the consulate in Benghazi, apparently unconscious and covered in soot. The New York Times rejected a request from the U.S. State Department to remove the photograph from its website.

　lightning rodは先生のおっしゃるとおり避雷針のことです。今回の使い方はメタファーであると思います。「キャサリン妃のトップレス問題」などのニュースはプライバシーに関することや、「ムハンマドの動画」の問題は良識について考えさせられます。。
　報道されている4つのニュースはそれぞれ議論の避雷針になる＝「矢面に立っている」ということです。LDOCEにも"someone or something who gets most of the criticism, blame, or public attention when there is a problem, although they may not be responsible for it"と定義されており、public attentionから記事が「大衆からの注目」されているということになるのではないでしょうか。
