watery standoffは「放水対決」ということで、海の上での戦いにかけてあるのでしょうが、wateryには「弱々しい」という意味もあり、日本と台湾の対峙を少し皮肉った見出しという風に受け止めました。
なお、国際法によれば、相手国政府の公船への放水はできないので、日本側は漁船のみをターゲットにして放水しましたが、台湾側は日本の巡視船に向かって約50分間、放水を続けたのことです。(EnDough)
