ここのsplatterは「水などを)バチャバチャはねとばす」といったかわいい意味ではもちろんありません。"dash a liquid upon or against"の意味です。「ぶっかけられる」あたりでしょうか。

Japanese splattered with noodles in Shanghai amid rising anger on Japan
SHANGHAI, Sept. 13, Kyodo

A Japanese man had hot noodles thrown on his face while another had his eyeglasses snatched on a street in Shanghai as anti-Japanese sentiment surged in China over a territorial dispute in the East China Sea.

Shanghai is home to 56,000 Japanese long-term residents, the largest Japanese community in China.

Japanese diplomatic sources in Shanghai said the local Japanese consulate has received reports of six cases of unprovoked assaults involving Japanese nationals since Japan announced Tuesday that it has bought privately owned land on the disputed Senkaku Islands and put them under state control.
