今回の表現はwhite elephantです。みなさんにはすでにおなじみとは存じますが、念のためにupをしておきます。
辞書で調べてみると「白象（インド産）」「（維持費がかかる）わずらわしい物，無用の長物」とありました（『ジーニアス英和辞典』第4版，大修館書店）。上記の内容では後者の意味が当てはまります。この語源を探ってみると以下のような記述がありました。
"From the story that in Saim (now in Thailand ) the king would gave a white elephant as a present to somebody that he did not like. That person would have to spend all their money on looking after the rare animal"（『オックスフォード現代英英辞典』第8版，旺文社）。
英文にもあるように，昔，タイでは白象は珍しく神聖な動物として扱われており，王様だけが背中に乗ること許されていた。ただし，えさ代が高くつくということがあり，王様は気に入らない家来に贈与し，破産へと追い込んだことが語源のようです。
財政破綻となった夕張市には人口の減少，サービスの消滅など様々な問題を抱えたままとなっています。市民の生活を豊かにしようと進めてきた公共事業ですが，今となっては維持費だけがかかる上，取り壊しにも費用がかかってしまう。まさにwhite elephantへと変貌してしまっています。（GP）
