hold the bagは「責任を持つ」という意味です。（『オーレックス英和辞典』旺文社）。bagは豊饒・秘密の象徴の単語であり，「立場，状況」という意味も持ちます（『ジーニアス英和大辞典』大修館書店）。現在の財政は一概に民主党の行いの結果であるとは言えませんが，責任は負わなくてはいけません。「先行きの分からない」財政という「カバン」を持つ「立場」にある民主党の手腕が問われています。（Sugiuchi）
