「講話」 lecture?

沖縄防衛局が沖縄県宜野湾市長選の有権者リストを作成し、真部朗局長が投票を呼びかける「講話」を開いていた問題は大きな波紋を呼んでいます。「講話」という何ともはっきりとしない言葉をどう訳すのか各社とも腕の見せ所でした。

The Defense Ministry's Okinawa Defense Bureau chief has come under fire for encouraging his subordinates to vote in the upcoming mayoral election in Ginowan, Okinawa Prefecture, which hosts the U.S. Marine Corps' Futenma Air Station.

Ro Manabe, who assumed the post in mid-December, was found Tuesday to have allegedly held "lectures" on the mayoral election on Jan. 23 and 24 for bureau officials who live in the city or have relatives living there.

Manabe was only appointed in December, after his predecessor, Satoshi Tanaka, was axed for using a Japanese euphemism for rape in describing the relocation of U.S. Marine Corps Air Station Futenma from Ginowan to the Henoko coastal area of Nago.

Manabe's dismissal would make it even more difficult for Tokyo and Washington to breathe life into the stalled relocation plan for the Futenma base, and deal a blow to Prime Minister Yoshihiko Noda's government.

The government of Prime Minister Yoshihiko Noda is not receiving much help from bureaucrats in making progress on the controversial issue of relocating U.S. Marine Corps Air Station Futenma.

Defense Minister Naoki Tanaka said on Feb. 1 that Ro Manabe, the Okinawa Defense Bureau director-general, would be disciplined with a severe warning for his role in ordering the compilation of a list of bureau employees and relatives who reside in Ginowan, which currently hosts the Futenma base. Manabe spoke to individuals included in that list about the forthcoming Ginowan mayoral election.

The latest controversy involving the bureau chief for possibly trying to influence local elections is expected to deal a new blow to efforts by Prime Minister Yoshihiko Noda's government to settle the long-stalled issue of relocating the Futenma base from Ginowan to a less populated, coastal area in Nago, both in Okinawa Prefecture.
