取り上げる語はbemoan /bɪˈmoʊn/ です。意味は文脈から、「嘆く」であると思いました。
『ジーニアス英和辞典』(第五版、大修館書店)では「...を嘆く、...に不満をもらす」とあります。また、LDOCEでは “to complain or say that you are disappointed about something” と定義されています。Oxford Living DictionariesをみるとOld English bemǣnan ‘complain, lament’. The change in the second syllable (16th century) was due to association with moan, to which it is related.と語源が載っていました。なお、接頭辞 be-は古い用法で「〜を作る」というニュアンスをmoanに与えます（cf. bespeak）。
最近、平和について考える事が多くなりました。それは平成の終わりが近いことも一因です。この記事を読み、国際的な視点から見た平和とは何かを今一度考えてみたいと思います。(seventh-dan)
