Police, local officials and businesses are taking measures to ensure a safe New Year's Eve in Tokyo's popular Shibuya district, where several tens of thousands of revelers are expected to congregate.

また、LDOCEでは “to come together in a group” と定義されています。 Late Middle English: from Latin congregat- ‘collected (into a flock), united’, from the verb congregare, from con- ‘together’ + gregare (from grex, greg- ‘a flock’).
(seventh-dan)
